Government Company based in one of the Union Territories of India is inviting tenders from qualified and experienced Service Provider (From India Only) for website redesign.

(1) Website should include static and dynamic components and basic information may be obtained from our existing website.

(4) Our existing website has an online payment gateway which must be retained in new website.

(6) Discussion forum for registered members through which registered visitors can communicate with each other. Advantage of Discussion Forum over Chat service is storage of old discussions for reference to new visitors. (7) Capture the interest of our viewers by the format, ease of use, and attractiveness by using enhanced components (i.e. FLASH™, streaming, etc). Any web development tool like HTML, PHP, .NET or Java can be used.
(8) The tone of voice and style should be plain English throughout with jargon, abbreviations and acronyms kept to a minimum.
(9) The size of the homepage should not be more than 60K to 70K to reduce the download time. Pages should remain aesthetically appealing without compromising the speed of navigation and download of pages. Graphic files should be relative to the site and designed with simplicity to allow for quickest loading.
(10) Create a consistent and standardized format and enhanced graphical look for all pages, thereby establishing a unified theme throughout the website.
(11) For ease of use, the website must provide consistent orientation and navigational aids, such as hierarchical menus that tell users how deep they are into a topic or subtopic as well as a homepage link or icon on each page in the same position. Main menu items should extend to all pages, with clear indication of one’s location. Subpages that are designed around a particular section or theme should consistently reflect the same. A clear and uniformed navigation path should be established throughout the site, with respect to menu locations.
(12) Administrative interface to include analysis of traffic and viewership of various pages.
(13) After completion of work by Service Provider, the website shall be hosted in a staging server for auditing. Any alterations and modifications as suggested by the auditors shall be carried out by Service Provider for final clearance from the Auditors.
(14) Although all requirements as stated above should be met, fresh ideas for content and approach in re-designing the style of the website are welcomed.
(15) The source code, text, design, trademarks, photos and graphics in editable mode, or other artwork furnished in designing of the new website shall be owned by us upon completion of the successful implementation of website by Service Provider.

(1) Service Provider will have to conduct three telephonic surveys. These will be related to housing, maintenance and air-conditioning.
(2) Currently in-house telephone surveys are conducted and the response rate is 80% (approx).

a) Refused to participate; b) Maintenance work was done before moving; c) All available telephone numbers were incorrect; d) All available numbers were disconnected; e) 3 or 5 strikes (i.e. no answer 3 or 5 times), depending on survey; f) Unavailable; g) Has moved; h) Work order unclear; j) Other, etc.
(11) Follow-up: Our Performance Measurement team must be notified within 24 hours, about any escalated complaints, compliments, enquiries and feedback arose during survey.
